CHIEF PROSECUTOR'S RECORD OF
FINDINGS, CHARGES, INDICTMENTS AND PRESENTMENTS
FROM THE SAN DIEGO CITIZENS' GRAND JURY
ON THE CRIMES OF SEPTEMBER 11, 2001 IN NEW YORK CITY
INTRODUCTION
The San Diego Citizens' Grand Jury on the Crimes of September 11, 2001
in New York City
was convened in the Student Council Chambers
of the Aztec Center at San Diego State University
at 12:00 noon on Saturday, April 14, 2007.
Twenty-three primary Jurors and more than a dozen alternate Jurors
were present. Proceedings concluded that evening by majority vote of Jurors.
The Findings that follow from our proceedings are the Chief Prosecutor's.
The Charges, Presentments and Indictments in regard to acts
that constituted or enabled crimes that were committed in New York City
on September 11, 2001, and/or in regard to crimes that ensued from acts
of September 11, 2001 in New York City,
such as have attached to the United States' invasions of Afghanistan and Iraq,
were reached by majority vote of the Grand Jury
at the conclusion of our proceedings on April 14, 2007.
The Findings, Charges, Presentments and Indictments that follow
are based on evidence presented by Expert Witnesses
Richard Gage, Ted Muga, Steven Jones, and Kevin Ryan;
by Chief Investigator Jim Hoffman; by myself;
and based on knowledge and/or beliefs held by a majority
of the Grand Jury independent of the said evidence
that was presented on April 14, 2007, particularly regarding the grounds
for the Presentments issued by the Grand Jury.
CHIEF PROSECUTOR'S FINDINGS
The Chief Prosecutor submits under Findings that the following acts
enabled or constituted crimes that occurred in New York City
on September 11, 2001 (9/11/01):
-
That American Airlines Flight 11, a Boeing 767-200
bearing eighty-one passengers, two pilots and nine flight attendants,
struck World Trade Center Building 1, the North Tower, at 8:46 a.m.
Eastern Daylight Time on September 11, 2001,
and that all persons on board this airliner died
as a result of its crash.

That United Airlines Flight 175, a Boeing 767-200 bearing fifty-six passengers,
two pilots and seven flight attendants, struck World Trade Center Building 2,
the South Tower, at 9:03 a.m. on September 11, 2001,
and that all persons on board this airliner died
as a result of its crash.

That procedures for interception of off-course commercial aircraft
were fatally violated by parties responsible for them in the
Federal Aviation Agency (the F.A.A.),
the North American Aerospace Command (NORAD),
and the United States' Executive and Military chains-of-command.
-
That World Trade Center Buildings 1 and 2 (the Twin Towers),
two 110-story structures that were home to many companies' offices,
which were supported by 400 million pounds of steel,
and World Trade Center Building 7,
a 47-story structure that was home to several companies' offices
and 2,000,000 square feet of floor space,
were demolished by internal explosives on September 11, 2001.

That the multiple failures to properly investigate attacks
on buildings that foretokened the crimes of September 11, 2001
in New York City (such as the February 20, 1993 bombing of the Twin Towers
and the April 19, 1995 bombing of the Alfred P. Murrah Federal Building
in Oklahoma City,
Oklahoma), promoted oversights and misdirection
that furthered attacks on the World Trade Center complex of September 11, 2001.
The Chief Prosecutor further submits the following acts ensued
from crimes in New York City on 9/11/01:

That evidence from the above-named airliners' crashes and World Trade Center
Buildings' demolitions was either removed from the crime scenes and destroyed,
and/or misrepresented, and/or hidden, and/or denied, and/or ignored,
by parties responsible for investigation of crimes in New York City
and the State of New York and within the United States,
such as persons in offices of the Mayor of New York City,
the Port Authority of New York and New Jersey,
the Federal Bureau of Investigation (the F.B.I.),
and by executives, lease-holders and insurers of the destroyed properties,
and by parties responsible for investigation of the destruction
of buildings that impact the public's safety,
such the Federal Energency Management Agency (F.E.M.A.)
and the National Institute for Standards and Technology (N.I.S.T.).

That the multiple failures to properly investigate crimes
of September 11, 2001 in New York City
have resulted in widely publicized misattributions of guilt--deceptions--that
produced public support for the United States'
invasions of Afghanistan in 2001 and Iraq in 2003
and for the Patriot Act and the Homeland Security Bill of 2001
and the National Identity Card Act of 2005--for international war
and domestic repression--at the same time as these failures
and deceptions have produced enormous profits
by the Corporations and individuals responsible for them.
GRAND JURY'S CHARGES, INDICTMENTS AND PRESENTMENTS
The following Charges, Indictments and Presentments
were reached by majority vote of the San Diego Citizens' Grand Jury
in the final stage of our proceedings on April 14, 2007.
An Indictment is delivered by the Grand Jury
against a person introduced to them by the Chief Prosecutor.
A Presentment is delivered against a person by the Grand Jury's initiative.
That is, a Presentment 'is an accusation issued by the grand jury
on its own knowledge, without any bill of indictment having been
previously drawn up by the prosecutor'--Columbia University Press Encyclopedia.
Our Charges are hybrids, drawn from popular, centuries-old concerns
of Common Law and from language embodied in many State and Federal statutes.

Denton and Roger Morris; A.I.G. a beneficiary of the
increase in insurance premiums post-9/11/01, its sales
increasing by more than 35% between 2001 and 2003
and its profits more than doubling between 2004 and 2005,
exceeding $11 billion in the latter year;
